Yes, I do think that this rule is fair. I think that the people that get caught a very bad people because they broke the rules of that area and should be punished, when they are punished and have gotten a ticket they will learn by their mistakes to not go fishing at a over fished place
I do agree to because like you said,people that get caught are very bad people.
